Is it Higher education which makes a person higher in hierarchy? orIs it the synergistic display of humanity n human values which makes a person truely educated n manifests the reflection of higher education in its real spirit?

Is it the Higher Educational institution of great repute which helps a person in assimilating n cultivating the principles of honesty, purity, love for mankind etc ? or Is there some congenital institution within us which makes us to manipulate n display the traits of honesty, kindness, humbleness, humanity etc ? what is it ? why is it ? where is the key ?
